Extract the folder (if you didn't do it yet)
Right click on the file named "ikev2_config_import" then click "Run as administrator"
For the vpn name just put "vpnclient" then click enter
For the vpn address put 37.114.63.137 then click enter
Once it finishes go to your settings, then search "VPN", then you click connect to the vpn named "37.114.63.137". Once it says "connected" you are good to go!
